LDS Living is reporting from an undisclosed letter they received access to that the new 2017 Mutual theme is based on James 1:5-6:
If any of you lack wisdom, let him ask of God, that giveth to all men liberally, and upbraideth not; and it shall be given him. But let him ask in faith, nothing wavering. For he that wavereth is like a wave of the sea driven with the wind and tossed.
The scripture has particular meaning for Latter-day Saints; it is the scripture Joseph Smith read that inspired him to step into the Sacred Grove. The simple prayer he gave and the heavenly visitations that followed would change the lives of millions forever.
The Church creates multiple resources centered on the theme each year. The theme scripture is the basis for many activities and lessons for LDS youth throughout the year. Though it is not updated to reflect the new theme at this time, all resources can be found at LDS.org/youth. The 2016 theme was based on 2 Nephi 31:20, “Press forward with a steadfastness in Christ.”
